We had a great Spring Plenary!
Recently, we had our Spring Plenary in Loughmore Community Parish Hall, near Thurles.
Based in Loughmore is the now famous the Cottage Tearooms, which is a social enterprise, and is enterprising in so many ways. Refreshments for our Plenary was straight from the Cottage, so food was local and fresh on the night for the full house of groups who attended.
Mary Fogarty from the Cottage Tea Rooms updated us by showing the just-released video of the history of the Loughmore community and its innovative people.
There is always a little PPN business to do on the night so all attending community groups voted on the work for 2025 that the Tipperary PPN strives to do for all its members.
We had discussions on possible solutions to the harsh experiences suffered by electricity outages and water shortages due to the recent extreme weather events. There were great suggestions to help communities to adapt to the challenges of the changing weather systems happening here in Ireland and we are organizing a national event soon for similar conversations, to include PPN members, from all over Ireland.

Connected Communities Fund
|
The Connected Communities Fund is a three-year fund that aims to build inclusive and resilient communities and strengthen social cohesion across Ireland. This €1.5 million fund is created by Rethink Ireland in partnership with Mason Hayes & Curran LLP and the Department of Rural and Community Development via the Dormant Accounts Fund.
The new fund is open to organisations dedicated to scaling innovations that strengthen civil society, build community cohesion and empower communities to develop solutions that work for all. The fund aims to promote equity and inclusion, encourage media literacy and community awareness initiatives, and empower communities to develop meaningful connections across diverse groups.
The fund will offer a package of cash grants and non-financial supports to a maximum value of €220,800 each for up to five projects, to help them expand and increase their social impact.
Closing date for application is Tuesday 11th April at 1pm

Catalyst Residency with Create & Fire Station Artists’ Studios 2025
|
Catalyst Residency, offered in partnership between Create and Fire Station Artists’ Studios (FSAS), offers a socially engaged artist from an under-represented ethnic background a one-month residency in Dublin 1 during June 2025.
The residency is intended as an artist-led incubation period which allows them to develop their practice and their networks with targeted support from the residency partners.

Street Feast 2025 in your Community – just launched!

Coaching and Development Fund 2025
|
The Coaching Fund aims to support and develop quality coaching in Tipperary and to encourage all coaches / volunteers to undertake appropriate education and training through their relevant National Governing Bodies.
The Development Fund aims to encourage the set-up of new clubs and assist existing clubs to increase participation.
Projects should focus on attracting new members/participants from target groups as identified in TSP Strategic Plan such as disadvantaged areas, older adults, young people, people with disabilities, women and girls, unemployed and ethnic minorities.
Applicants can apply under either the Development or Coaching Section or both up to the maximum amount. The maximum that can be applied for by any applicant under this scheme is €1,000.

Bruckana Wind Farm – Community Gains Scheme 2025 is now open for applications
|
The overall aim of the Fund is to increase public and environmental wellbeing in the community and support projects that will improve the area and quality of life for residents. Applications will be marked according to how well they demonstrate alignment with the Priority Themes of the Fund which are: Biodiversity, Environmental Sustainability, Recreation, Social Solidarity, Culture and Heritage, Tourism and Education.
The application portal will close on Monday 31st March at 5.00pm and you will no longer be able to access the application. Once your application is submitted it cannot be amended. Late applications will not be accepted.

Community Climate Action Fund Webinar Invitation
|
Tipperary PPN are hosting a Community Climate Action Programme information webinar for Tipperary County Council. The Community Climate Action Programme, financed by the Department of Environment, Climate & Communications and administered by Tipperary County Council, will showcase approved projects. This will be a good opportunity for community groups to get ideas for potential projects that they can apply for under the 2nd call of the fund, which we envisage this to be, Summer 2025.

New 3-year multiannual Strategic Tourism Festival Investment Scheme running from 2026 to 2028

Fáilte Ireland has a long history of supporting tourism-led festivals. Our funding schemes have always aimed to highlight the unique aspects of each destination, showcasing what is distinctively Irish and motivate visitors to travel to the destination for the benefit of the local tourism economy.
Our objective with this new scheme is to support, develop, and deliver a diverse and compelling portfolio of uniquely Irish tourism-led festivals and events to maximise the benefits of tourism festivals for the tourism economy and local destination.
The Expression of Interest application process closes at 12 noon on the Monday 7th April 2025. Applications will not be accepted for the scheme after the Expression of Interest closes.

Suicide Reduction Policy – Public Consultation
|
This consultation is an opportunity for members of the public, stakeholder groups and organisations to share their experience, observations and proposals on suicide reduction in Ireland and to express what they would like to see in a new policy.
The current suicide reduction strategy, Connecting for Life, is being evaluated, with a final report due in the first half of this year. The successor policy, which this new consultation process will feed into, will build on the successes of Connecting for Life and will take account of new evidence. The new policy will set out the government’s approach to suicide reduction from 2026 onwards.

Invite for comment: Aarhus Convention & PRTR National Implementation Report 25
|
The Department of Climate, Environment, Energy have just launched the public consultation on Ireland’s implementation of the Aarhus Convention and the Pollutant Release Transfer Register (PRTR) Protocol available here.
This process will inform Ireland’s National Implementation Reports on the Aarhus Convention and PRTR Protocol 2025. The Department has prepared draft National Implementation Reports to outline the implementation of the Aarhus Convention and PRTR Protocols in Ireland. To inform the final documents, comments are invited from stakeholders, members of the public and other interested parties.
The Aarhus Convention lays down a set of basic rules to promote citizen’s involvement in environmental matters and improve enforcement of environmental law. Its provisions are broken down into three Pillars: Access to Information on the Environment, Public Participation in Environmental Decision-making and Access to Justice.
The PRTR Protocol seeks to reduce the burden of pollution and waste by establishing publicly accessible national pollutant registers. The Irish PRTR, which was launched in 2007, is maintained by the Environmental Protection Agency and is available at https://www.epa.ie/our-services/compliance–enforcement/whats-happening/pollutant-release-and-transfer-register/
Comments on the draft document should be submitted by email or received by post no later than the Monday 7th April 2025.

Proposed Material Alterations to the Draft Carrick-on-Suir Local Area Plan 2025-2031
|
Tipperary County Council has screened the Proposed Material Alterations and has determined that Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) of the Proposed Material Alterations to the Draft Plan are not required. The SEA and AA Screening Reports and Determinations include information on the likely significant effects on the environment of implementing the proposed material alterations.

6-week Activator Walking Programme in Carrick-on-Suir and Thurles

Tipperary Sports Partnership is delighted to offer a 6-week Activator Walking Programme in Carrick-on-Suir and Thurles aimed at improving strength, mobility, balance and aerobic fitness.
This programme is ideal for those pre / post hip, or knee surgery helping to regain mobility and build strength. Sessions will be delivered by a specialised tutor and activator poles will be provided. Don’t miss the chance to improve your fitness in a supportive and safe environment. This programme costs €10 plus booking fee.
- The programme in Thurles will take place at Loughtagalla Park and starts on Monday May 12th from 4.45pm – 5.45pm.
- The programme in Carrick on Suir is in Ormond Castle Park and begins on Monday May 7th from 3pm to 4pm.

Chronic Disease Prevention Training in HSE Mid West

The rise in the number of people suffering from long-term health conditions has added pressure to the healthcare system. Many staff are in a position to promote better health. MECC aims to use these regular contacts to assist people to make healthier choices, leading to better health.

Do you know a child aged 6-16 with a lifelong physical health condition who’d love to connect with others and get creative?
At Helium Arts, we run free art workshops – both in-person and online for children and young people with lifelong physical health conditions like diabetes, epilepsy, spina bifida, heart conditions, juvenile arthritis, rare conditions and more. Through art, these children can build confidence, make friends, and just have fun! Our workshops are led by professional artists, supported by friendly volunteers, and include an on-site medic at every session to ensure a safe and secure environment for all participants.

What is the Local Community Development Committee (LCDC)and How Do You Use It? An introduction to the LCDC for current and aspiring Public Participation Network Representatives will take place online on Monday 14th April from 7.30pm.

There will be lots of time for questions and discussion at this event, so it is perfect for anyone who is thinking of taking a role on the Local Community Development Committee, or who is a newly appointed PPN Representative.
This is also a space for anyone who has been serving on the LCDC and would like to ask about any challenges they might be facing in their own county. Together we can discuss and help each other in our roles as PPN Reps!

Local Community Development Committee (LCDC) External Focus Group
|
As part of our ongoing efforts to enhance the awareness and understanding of Local Community Development Committees (LCDCs), the Department of Rural and Community Development has engaged Match Marketing to develop a communications campaign to be rolled out later this year.
The consultant is currently in the ‘discovery phase’ of this project, which seeks to gather valuable insights from key stakeholders. Your participation in this phase is critical in helping shape the direction of the campaign and ensuring it aligns with the needs of communities and stakeholders.
In addition to the stakeholder survey, we are convening a series of focus groups, on a sample basis, to further explore perceptions, challenges, and opportunities relating to LCDCs. These discussions will help us gain deeper qualitative insights to complement the survey findings.
The focus group will explore key aspects of LCDC communications and engagement, focusing on:
- Effectiveness of Communication – How well LCDCs communicate their role and activities to stakeholders and the wider community.
- Stakeholder Engagement – The accessibility and responsiveness of LCDCs, and how engagement can be improved.
- Collaborative Opportunities – Ways in which LCDCs and stakeholders can work together to strengthen awareness and advocacy for LCDCs.
Your insights will help identify challenges, opportunities, and practical solutions to enhance LCDC visibility and impact.
