Our Autumn Plenary 2023 meeting was at Holycross Community Centre on a rainy cold evening, but the crowds still came. It was a well-located venue with a great community feel to it. The food was delicious too!
We called the Plenary ‘Together Let’s Grow a Healthy Community!’.

To entertain us, whilst attendees visited the interesting and varied community groups and support organisations, networked with each other and enjoyed the finger food offered, we had the talented Pauline O’Shea, Ciara Maxwell and Frances Grace, playing their wonderful Irish traditional music, for their first time together as an ensemble on that evening.
Guest speakers on the night were firstly, Comhairle Na nÓg members, Omar and Jack, informing us that their county theme for 2024 is about drugs and vaping. Good luck with your campaign!

SCEAL (Nelius O’Meara and James Heenan), from Lorrha, did a fascinating presentation on their community development work over the last 20 years. Such an inspiration to the crowd who were listening attentively.
Mona Zirngibl, from Energy Communities Tipperary Cooperative, gave a presentation around looking for Energy Saving Champions in each of our communities and how the project is going.
Ester Mackey gave a very relevant presentation on literacy, the types, including digital, and how to do plain English in all our communications. She is the Regional Adult Literacy Coordinator with the Education and Training Board.

Charles Stanley-Smith, Mike Edwards and Michael Kealy, from our Secretariat and independent company, did the PPN business side of things excellently. The PPN 2024 budget and the two new reps, Kuldeep Joshi (Planning and Emergency Services SPC) and Daniel Long (Joint Policing Committee) were all unanimously ratified. Thanks, everyone!
Some of the great staff of the County Council Community and Enterprise section, Fiona Crotty and Marie Cox, gave a very valuable presentation around funding application advice with lots of pointers and how the applications get assessed. Much was learnt by the attentive audience.

To round the evening off, there was a raffle with some of the new PPN logo merchandise and Irish chocolates, as well as one lucky PPN member, who found the golden ticket to win a teddy bear, on what was National Hug A Bear Day!
We will be emailing the presentations from the night around to the people who attended the meeting. If you would like to receive them but weren’t at the Plenary, no worries! We just need your email address, send it to Ruth, and you too are welcome to any of the information from on the night.
Feedback was really positive from the attendees, except for the need for a microphone to hear everyone. We hear you and will sort that out for next time!

Pride of place judging day

National Pride of Place Awards Honour
|
Recently, we were so pleased to be nominated for the National Pride of Place Awards 2023 in the new Climate Action & Biodiversity category by Tipperary County Council.
Last August, after much preparation, the judges came to Tipperary and visited the three nominated projects, including ourselves.
The other two projects were Fethard Town Park and We Love Nenagh.
We chose to meet them at the impressive and environmentally educational Cabragh Wetlands Trust, where our environmental groups meet quarterly, as a linkage group. They had their Quarter 4 meeting there only last Saturday.
The PPN provides an opportunity for the community voice to be represented on Tipperary County Council (TCC) committees and various other boards and committees, as you probably know.
As part of that, these quarterly meetings have some of the Environment and Climate Action section of the county council staff attending, who give updates on the county council’s work in that area and also listen to environmental issues from communities. The four PPN community reps then attend the Environment and Climate Action SPC (Strategic Policy Committee), raising relevant agenda items and discussing policy changes, linked to the discussions from the Cabragh Wetlands meetings.

Issues e.g. protecting hedgerows, prohibiting herbicide use, controlling invasive species and advocating for climate action are now on the SPC’s agenda regularly.
Another piece of work, that was part of our Pride of Place nomination, is the government-funded countywide Community Climate Coaches project, along with Cloughjordan Ecovillage. This project aims to build the capacity of workers/volunteers to engage communities in meaningful action on climate and biodiversity, particularly within the hard-to-reach communities.
Sharon and I went up, along with a County Tipperary posse of volunteers from the other projects and some county council staff members, to Armagh for the awards ceremony.
We would like to congratulate Fethard Town Park (who were worthy runners up in the Wellbeing Category) and We Love Nenagh (who WON their Population Over 4000 Category) for their success on the night. Ourselves, though it was a great experience, didn’t come away with any awards but we were so proud to be involved and thank Tipperary County Council for valuing our hard work and acknowledging the climate action policy influences we are doing.

The Green Paper on Reform of Disability Payments Discussions
|
Government has published its Green Paper on Reform of Disability Payments
As part of the public consultation process on the Green Paper on Disability Reform, the Department of Social Protection is organising a consultation in Sheraton Hotel Athlone on 23rd November in Sheraton Hotel Athlone from 10.30 am – 1 pm (in-person event). Light refreshments will be provided. This event will consist of workshops where participants can discuss the proposals the Green Paper. We hope to make recordings of presentations available on gov.ie and YouTube after the event but there may be a delay.
Alternatively, people can also register for the online Dublin event, watch the presentations live and opt to do the workshops later in Cork or Athlone in person.

EU Just Transition Fund Tourism & Placemaking Scheme is open
|
Fáilte Ireland has launched an open call for Expressions of Interest for the Investment Grant-Aid Scheme for Private & Community SMEs as part of the EU Just Transition Fund (JTF) Regenerative Tourism & Placemaking Scheme for Ireland’s Midlands 2023-2026.
This scheme will provide grant-aid to private and community-based micro enterprises and SMEs to help them improve the quality of the visitor experience with the ambition of attracting more visitors, increasing their dwell time, and securing overnight stays in the region. It will also provide supports to develop the digital capabilities of businesses to make the most of the opportunities offered by digitalisation and ensure an increase in the levels of inclusivity in tourism in the EU JTF Territory.
There are five main project categories that will be considered for funding:
Category 1: Development or Enhancement of Sustainable Visitor Experiences
Category 2: Development of Sustainable/Low Carbon Tourist Accommodation
Category 3: Capital Project Planning & Design
Category 4: Digital Transformation
Category 5: Accessibility enhancements to provide a more inclusive visitor experience.
Geographical area covered:
EU Just Transition Fund territory. This includes Carrick-on-Suir and Thurles (Co. Tipperary).
Eligible applicants:
The scheme is open to private and community sector applicants. Applicants may be commercial, not-for-profit or charitable enterprises. The scheme is open to Small to Medium (SMEs) and Micro Enterprises.

Digital Mental Health Literacy
|
Mental health difficulties like ongoing stress, low mood, anxiety and sleep problems are common. People tend to accept them as normal and part of their daily lives and not realise that they are all part of your mental health. The campaign aims to help everyone identity these difficulties and provide advice and support on how to deal with them.
Recognising and taking action early to address mental health difficulties can help prevent them from worsening. Yourmentalhealth.ie has information and support on the four pillars – stress, anxiety, low mood and sleep.
The key objectives of the campaign are to enable everyone to:
- recognise and manage their mental health
- support others when they need help
- identify and respond to difficulties at the earliest opportunity using self-help and social support
- be aware of when to refer themselves or someone else to a health professional to address more serious mental health difficulties.

Climate Action Webinar series
|
STDC are delighted to launch their Thursday night Climate Action Webinar series aimed at individuals and community groups interested in learning more about the basics of Climate Action, and practical activities for their communities, their homes and themselves. In particular this will be useful for people in groups such as Community Councils, Tidy Towns, Sports Clubs, Schools, Parish Groups etc.
Funded by LEADER and developed by the Technological University of the Shannon (TUS), Cabragh Wetlands Trust and Community Engagement Partners, the webinars will include expert inputs, practical case studies and opportunities for discussion. The series will run for 10 weeks from until 30th November from 7pm – 9pm.

Property Marking Ireland are looking to host training sessions for community groups
|
Property Marking Ireland is a not-for-profit organisation which runs a community led crime prevention programme which involves (a) marking people’s valuables with their Eircode using a property marking machine and (b) erecting safety signage in their local area to act as a further deterrent. This programme is part of a wider national programme supported by the Department of Justice and An Garda Siochana that is being rolled out to tackle theft.
Property Marking Ireland are looking to host training sessions for community groups on our community led crime prevention programme and how to work the property marking machine.
These sessions would enable the community groups to then host a property marking event in their local community. These training sessions are funded by the Community and Economic Development Section in Tipperary County Council and would be held on Saturday mornings and afternoons (3Hrs) in Tipperary during September and October.
Property Marking have trained many different community groups in the past, such as Tidy Towns, GAA groups, Rugby groups, Men’s Sheds and Community Alert groups and therefore all groups are welcome to attend these sessions as we believe crime prevention for rural and urban safety is everyone’s business.

Sandspace with Adolescents – The adolescent brings his world to the therapy situation and we, as therapists need to collaboratively, with our adolescent clients, create a framework of meaning that supports the process and purpose of therapy. The guiding principle of this collaborative construction is the client’s meaning-making, which promotes the discovery of capability, agency, personal power and connectedness with the interpersonal world.
Sandspace is a unique developmental approach to working with adolescents which supports meaning-making and self-perception. The sand world can bring healing and insight, offering a dynamic mode of relating that enriches the contact process between aspects of self-experience which are often compartmentalised in the adolescent’s developing awareness. The adolescent’s life space and contact boundary development become visible, tangible and three-dimensional in the sand. This dynamic way of working also creates additional richness and depth to therapeutic contact.

This 2-day training normally costs €320 however Tipperary Rape Crisis Centre is delighted to be able to offer the full 2 days training for only €200.

The TCAT programme aims to improve Travellers’ health though the provision of education and awareness raising on Traveller culture and issues, to health service staff and other public service staff so to make their services more accessible and thus have an impact on Traveller health outcomes. International Day of Persons with Disabilities and Purple Lights 2023 on Sunday 3rd December
|
International Day of Persons with Disabilities and #PurpleLights23 will be marked on Sunday 3rd December. Our flagship event for this year is taking place ahead of #IDPwD on 30th November in Cork where we will be focusing on the theme of Making Advocacy Real.
On Sunday 3 December we expect buildings and landmarks to be lighting up again in purple to mark #PurpleLights23. This year we are compiling a list of events and buildings being lit up, so if you have something happening in your member organisation please email it to us by Friday 1 December and/or share it on social media using the hashtags #IDPwD23 and #PurpleLights23. This list, along with a social media kit, will go live next week on our website www.disability-federation.ie.

Making Advocacy Real Event

‘Making Advocacy Real’ event will take place in the Metropole Hotel Cork from 10.30am to 1.15pm. A light lunch will be provided.
We are delighted to announce our MC and full line-up of speakers for the event.
Amy Begley, a self-advocate from Cork, will look after proceedings for the event as our MC. DFI’s PJ Cleere will give an overview of our self-advocacy programme. We will then feature a number of our member organisation’s work as case studies. We will have Joanne Nelligan from Rehab Care; Dr Caroline Winstanley from CRC; and, Gary Brennan from Prader Willi Syndrome Association of Ireland. The input from our speakers will then inform a discussion on what is needed in a toolkit for DFI member organisations when it comes to self-advocacy. 4 Steps in Saving a Life During a Cardiac Arrest

Irish Heart Foundation wants to spread awareness of 4 vital steps to take during a cardiac arrest:
Check: is the person responding or breathing normally?
Call: 112 or 999 and listen carefully to the instructions the ambulance call taker provides 📞
Compress: start pressing on the centre of the patient’s chest at a speed of 100-120 compressions per minute and at a depth of two inches or 5cms 💪
Shock: If someone is with you send them to get the nearest AED and get it onto the chest as quickly as possible⚡

Charities Regulator Compliance Report
|
The Charites Regulator has published its compliance report for 2022.
In 2022, 642 individual concerns were raised with the Charities Regulator, an increase of 13% on 2021 when 568 individual concerns were received. This reflects the increased level of activity undertaken by charities as Covid restrictions were eased throughout the year.
During 2022, a total of 566 individual concerns were closed. This is an increase of 4% on the number of concerns closed in 2021.
Three areas of concern accounted for 88% of all concerns raised: governance, legitimacy and control of a charity.
36% of all concerns raised were concerns about the governance of a charity, slightly down from 37% in 2021.
The legitimacy of charity accounted for 35% of all concerns received in 2022, unchanged from 2021.
Control of charities comprised 17% of all concerns in 2022, down by 2% in 2021.
The prevalence of governance issues as the most common concern raised regarding charities over the last number of years underlines the importance of charities implementing the Charities Governance Code. The Code is designed to assist charities in achieving best practice by adhering to the standards set out in the Code which should help charities to avoid the kinds of issues that lead to concerns being raised with the Charities Regulator.

Longford/Westmeath (LW) CYPSC Parenting Webinar Series returns this November 2023. Hosted by Athlone Family Resource Centre, as part of the LW CYPSC Family Wellness Initiative, the webinar series with Gráinne Powell will run over a number of weeks. A webinar will run each Wednesday from 7pm to 8:30pm.

Parenting teenagers can be challenging for families, from dealing with disrespectful behaviour and boundary pushing to supporting teens through difficult times. Risky situations, such as partying, drug and alcohol use and teenage sexual behaviour, can add to parental stress and worry. This session explores how we can build connections to improve relationships with our teenagers and help them to manage their emotions and solve problems in healthy and respectful ways.
