The Power of Place and People Project is Starting Soon in County Tipperary!
We, here at Tipperary PPN, are really excited about a new community mapping project, in partnership with Tipperary County Council, happening in our county later in May and on, into the rest of 2025.
The aim of ‘The Power of Place and People’ project is to begin recording details of County Tipperary’s many great groups, organisations and services. This information will then be stored safely in one digital place as a community mapping system.
There are dedicated workers employed for ‘The Power of Place & People’ project to visit you to collect the day-to-day data about your group.
The project staff will contact groups, like your own one, starting in the Carrick-on-Suir municipal district, but extending the visits to all of the other four municipal districts, covering the whole of County Tipperary.
The worker will look at suitable dates with you to agree when you can meet up with them. To learn as much as possible about your group’s work, facilities, meeting times etc., it would be good if you and, also, other members of your community group could be there for the survey to be fully completed on the day. They will also ask if they can take photos of your facilities, where appropriate.
This project will support us to progress our work, here in Tipperary PPN and in the county council in a few ways, including understanding the needs of our registered groups in how to grow and develop, whether funding or training or something else altogether, and to really see what is happening on the ground in our communities.

Coaching and Development Fund 2025
|
The Coaching Fund aims to support and develop quality coaching in Tipperary and to encourage all coaches / volunteers to undertake appropriate education and training through their relevant National Governing Bodies.
The Development Fund aims to encourage the set-up of new clubs and assist existing clubs to increase participation.
Projects should focus on attracting new members/participants from target groups as identified in TSP Strategic Plan such as disadvantaged areas, older adults, young people, people with disabilities, women and girls, unemployed and ethnic minorities.
Applicants can apply under either the Development or Coaching Section or both up to the maximum amount. The maximum that can be applied for by any applicant under this scheme is €1,000.

Town and Village Renewal Scheme 2025 is now open for applications.
|
Town and Village renewal scheme 2025 is designed to support the revitalisation of rural Ireland by focusing on stimulating town centre economic and social regeneration. Outline for the Town and Village Scheme can be found here
This will be achieved through projects which support sustainable employment creation, town centre resilience and regeneration, enhancing our streetscapes, and bringing vacant and derelict buildings and lands back into use as community multi-purpose spaces through refurbishment and renovation.
The Town and Village renewal scheme is administered through local authorities, and I want to work closely with local groups to develop proposals.

Community Safety Fund 2025
|
The annual fund allows for the proceeds of crime, seized by the Criminal Assets Bureau (CAB) and An Garda Síochána, to be directed into local projects to support and enhance community safety.
This year, €4 million is available, which is double the original allocation of €2 million when the fund first opened for applications in 2022, and grants range from €20,000 to €150,000.

Closing date for application for the Community Safety Fund is Friday 16th May
The Community Safety Fund will be managed by the newly established National Office for Community Safety within the Department of Justice.
In 2024, over €3 million was allocated to projects nationwide. Themes from 2024 successful applicants included projects aimed at addressing anti-social behaviour, domestic violence, drug-related intimidation, social exclusion, youth programmes, prison post-release support. Many of the projects focused on education, sport, recreation, and social interaction to proactively address safety concerns in communities.

CLÁR 2025 Measure 1: Developing Community Facilities & Amenities is now open for Expression of interest applications.
|
CLÁR (Ceantair Laga Árd-Riachtanais) is a targeted investment programme for rural areas that aims to provide funding for small infrastructural projects in rural areas that have experienced significant levels of de-population. This funding assists in building the resilience of these rural communities.
Measure 1: Developing Community Facilities & Amenities
A minimum grant of €5,000 and maximum grant of €65,000 will apply to this measure. To facilitate projects of a slightly greater scale, 2 applications seeking grant funding of up to €100,000 can be submitted. The scheme will provide up to 90% of the cost. The remaining 10% or balance of the project must be provided by community resources funding, this match funding must be in place at the time of application. Measure 1 will support a variety of capital projects provided they contribute to the enhancement of existing and/or the development of new, accessible Community Recreation Facilities.
The closing date for Expression of Interest (EOI) applications is close of business on Wednesday 14th May 2025. The EOI applications will be evaluated and the successful applicants will be invited to submit a full CLÁR application by Monday 26th May.

Community Grants 2025 Carrick MD
|
This ‘Community Grants Scheme’ is formulated to assist community groups in the Carrick-on-Suir Municipal District in meeting their running costs (current costs) and in finding new projects which create an asset for the community (capital costs). Projects assisted must assist in the achievement of Tipperary County Council’s objectives and goals. The scheme is funded from the Local Property Tax (LPT).
Applicant must show that the activity is of benefit to the community. The grant assistance to be paid will be at the discretion of Tipperary County Council but will not in any case exceed 50% of the cost of the work being assisted.
The groups that may be assisted include:
Community committees,
Parish councils,
Sports, arts or heritage committees,
Chambers of commerce or similar bodies.
This list is not exhaustive. Applicant groups will have to demonstrate that they are democratic in nature and community-based. In practice, this means that the group’s constitution and the minutes of the most recent annual general meeting will have to be submitted.
Where grant assistance is sought towards running costs (current costs), the types of items eligible for consideration will include:
- Maintenance costs for 2025
- Utility costs – incurred in 12 months prior to date of application, where not already claimed.
- Insurance costs – incurred for current year 2025

Ireland, Monday, 14 April 2025 – Nearly half (46%) of persons aged over 75 years had never used the internet according to CSO (2021). To help bridge this digital divide, Rethink Ireland and the Vodafone Foundation have launched the €540,000 “Hi Digital Fund”.
This two-year fund will support five innovative organisations that are providing services for older adults aged 65 and above to develop essential digital skills.
Applications for the fund are now open and will close on Friday 23rd May 2025.
The fund will provide cash grants and business supports for social innovations that enhance digital literacy and inclusion for older adults in their community, bridging Ireland’s digital skills gap. It promotes innovative approaches to ensure no one is left behind, teaching essential skills like smartphone use, e-health and smart home tech.

DRCD CLÁR Scheme 2025 – Measure 2 Mobility, Cancer Care, Community First Responder and Meals on Wheels Transport
|
Measure 2 will be operated directly by the Department of Rural and Community Development and is open to established organisations/groups that operate on a voluntary basis and provide:
- transport to/from day care/other medical/therapy/respite services for those with significant mobility issues including requiring specialised wheelchair accessible vehicles; or
- transport to/from designated cancer treatment hospitals/centres under the National Cancer Care Programme; or
- Community First Response Support/Search and Rescue organisations.

Public consultation on the successor to the “Roadmap for Social Inclusion 2020-2025”
|
The Minister for Social Protection, Dara Calleary T.D., has launched a public consultation to develop a replacement for the Roadmap for Social Inclusion 2020-2025.
The Roadmap for Social Inclusion 2020-2025 was published in 2020. It followed the National Action Plan for Social Inclusion which ended in 2017. This series of plans has been ongoing since 1997.
The Roadmap for Social Inclusion aims to reduce the number of people in poverty in Ireland and increase social inclusion for the most disadvantaged. The ambition is to “Reduce consistent poverty to 2% or less and to make Ireland one of the most socially inclusive countries in the EU”.
As we begin to develop the new social inclusion strategy we want to hear your views on the progress made in improving social inclusion and reducing poverty. Please share your experience, or the experience of the people you represent, of poverty and social exclusion, and suggest ways this situation could be improved in the future.

Community Safety Public Consultation
|
Policing and Community Safety Authority (PCSA) is the new oversight body for An Garda Síochána. The PCSA combines the functions of the former Policing Authority and the Garda Síochána Inspectorate, with a new expanded role in community safety.
The PCSA sets the Policing Priorities. These establish what we want the Gardaí to give the most attention and resources to, in order to deliver an effective policing service for you and to make people feel safe in their communities.
The Policing Priorities will be determined for An Garda Síochána following a public consultation. This will involve an online public consultation tool and also inviting community groups, representative bodies and members of the public to in-person consultations to share their views on policing and community safety.

Your participation will provide a valuable contribution to determining the Policing Priorities for 2026-2028.

Traveller Culture Awareness Training
|
Traveller Culture Awareness Training (TCAT) will take place on Monday 12th May 2025 from 9.30am – 3.30pm in Dominic Court, Cashel.
The TCAT programme aims to improve Travellers’ health though the provision of education and awareness raising on Traveller culture and issues, to health service staff and other public service staff so to make their services more accessible and thus have an impact on Traveller health outcomes. There is no fee to take part in the training. Certification of Attendance, Traveller Health Sticker are provided on completion for display within services.
Completion of the HSEland online module: “Introduction to Traveller Health” is a requirement to attend this training.

Families of Clonmel Callout for Nominations

Clonmel Applefest are looking for families who enjoy spending time together, families who would like to share stories about what they do together, be it going to matches, hiking, cooking or playing music. We are looking for a wide range of families, from Clonmel natives, to foreign born, Irish incomers and/or people who have married locally, families that are mixed, multicultural, blended or single-parent, families that represent the wide spectrum of Clonmel residents today. Nominations should be made by a family member or a third party (friend, neighbour, carer, colleague) who will commit to be the liaison person between the family members and the project coordinator, so as to ensure transparency, safeguarding and ease of communication.
Applefest will match each family with a community writer who will interview the family in a place of their choice. Ideally the nominator should be present to ensure best safeguarding practice and assist with the interview process, and where appropriate offer prompts and/or help with practical matters. Please note that all candidates will go through the same nominations process. Nominating a family does not guarantee that they will be included in the final shortlist.

Tipperary Sports Partnership are delighted to be hosting a Sports Ability Day on Friday 16th of May in the Presentation Sports Complex, Thurles. The Under 18 session is from 10.30am to 12 and adult session is from 1pm to 2.30pm
The day will showcase a range of inclusive sporting opportunities across Tipperary. It will allow people in the community and particularly those with added barriers to participate. It will give an opportunity to sample inclusive sporting opportunities and link with NGB’s and local inclusive clubs.

New research commissioned by the HSE NCCP on Parents’/Guardians’ Attitudes, Behaviours, Knowledge and Awareness of Sun Protection in Ireland will be discussed. Skin cancer clinical nurse specialist (CNS) will also highlight the importance of sun protection behaviour for children and educate parent/guardians on steps to look after children’s skin.
