Spring Plenary Meeting
Thank you to all who attended our online Plenary meeting (our all-county member group meeting) two weeks ago. All the voting to approve our workplan 2024, new PPN reps etc means that we can continue to progress with the rest of the Tipperary PPN work in 2024.

Local Election Municipal Districts Online Hustings
What is a ‘hustings’? It is any event (such as, a debate) during an election campaign where one or more of the candidates are present.
Our hustings will comprise of set questions, chosen from our PPN-registered community groups. We are requesting community groups to send in questions on issues they would like to raise.
Here at the PPN, we will choose a few of them that the candidates of each municipal district (MD) will then receive, ahead of time, to prepare their answers. The decision as to which questions are chosen will be by a subgroup and will be final.
We predict, due to time pressure, as there may be numerous local election candidates attending the Hustings, that no other questions will be given to the candidates to answer, although the chat box of the Zoom meeting can be used to input any other one.
If there is time on the evening, some of the chat box questions will be raised, chosen by the Chair of that MD Hustings.
If you have a question, send it into Ruth at coordinator@ppntipperary.ie by Wednesday 8th May at 5pm. It won’t be a debate, it is more of a chance to listen to all the candidates that attend and their responses to the set questions. Get yourself more informed as to who you think would make a good councillor in your MD and then vote for them. Dates of the five MD hustings are, as follows:
- Monday 13th May – Tipperary/Cahir/Cashel MD
- Tuesday 14th May – Nenagh MD
- Monday 20th May – Carrick MD
- Monday 27th May – Thurles MD
- Tuesday 28th May – Clonmel BD
All hustings are 7pm -9pm.

Tipperary PPN Summer Celebration
On the evening of Thursday 13th June from 6:30pm in Moycarkey, Borris Community & Sports Centre in Littleton, we are having a Summer Celebration, as the Tipperary PPN is 10 years in existence, as the community & voluntary umbrella network in this county.
Telling the PPN story, some visionaries, who were involved in the original story of creating our PPN, are joining us to revisit how we got to where we are today – 1700 groups, 64 PPN seats on 19 county boards.
There will also be community stands full of a variety of information, lots of refreshments, including a birthday cake with a toast and a raffle. As always, there will be plenty of time to network with other community groups, like yourselves.

Tipperary PPN and Saolta Sustainable Development Goals Workshop
This workshop is an opportunity for participants to learn about the purpose and use of the Sustainable Development Goals (SDGs). Explore how to use the SDGs to promote sustainable development in your community groups.
Having an awareness of the SDGs in committees, for funding applications, and for local interests such as local development plans is important for joined up thinking that supports communities where no one gets left behind. The workshop will have space for discussion, learning and collaboration on ways to support resilient communities, to the benefit of people and the different environments they live in.
What is the current progress towards the Sustainable Development Goals in Ireland? What are the challenges? How can we organise to meet these challenges?

This month Sean, Thurles Municipal District’s Environmental representative, talks about “Maybe another 20 years of farming”, an article he published in the Nenagh Guardian last month.

Maybe another 20 years of farming
During the springtime farm busy-ness the household routines can often get neglected as the farming family is drawn to the outdoors with the cows calving, sheep lambing and milking schedules to be met. It is lucky for those early-risers who notice the stretching daylight, the call of the wild, as the birds greet the day and the buds start to unfurl their solar panels. But for many, the pace and intensity of the workload means that the surrounding nature activities are missed. It is not easy to get the right balance of economic progress and connection with nature when the balance sheet is heavily impacted by rising input costs and also corporate power in the market place. It is easy to see why farmers across Europe and India are engaged in mass protests.
In adapting to the challenges in farming into the future it will be crucial to keep in mind the importance of the natural resources of soil, water, air and biodiversity, which sustain any and every farming system…….

New Tourism Policy Framework
|
New Tourism Policy Framework for the period to 2030. The online consultation is open until 5pm, 26th April 2024. I have outlined the purpose and intention of the survey below with the link, the information will feed into creating a policy that represents both rural and urban tourism settings.
While the tourism sector has faced significant challenges in recent years, it has played a key part in Ireland’s economic recovery. The new Policy Framework will aim to provide the foundations to ensure this strong performance continues in the years ahead but also that tourism is founded on sustainable principles and plays its part in achieving national climate targets.
This survey is a key part of the consultation process, providing an opportunity for you to inform policy development. While the Policy will aim to have a thriving tourism sector, it should be consistent with our broader sustainability targets and ensure Ireland is a brand leader in sustainable tourism practices. The new Policy Framework will seek to support sustainable tourism development in communities throughout the country, and protect our natural resources while also achieving a reduction in overall tourism sector carbon emissions.
Amongst the topics covered in the questionnaire are how to encourage tourists to visit less established destinations and to travel outside of peak season but also how to reduce the carbon footprint of the sector. CLÁR Measure 1 Developing Community Facilities and Amenities 2024
|
The 2024 Clár Scheme has been launched by the Department of Rural and Community Development – see details of the scheme, EOI form and CLÁR area maps attached and on the Council’s website

The Council will be dealing with the applications for CLÁR Measure 1 Developing Community Facilities and Amenities.
Expressions of interest from applicants in CLÁR areas for Measure 1 Developing Community Facilities and Amenities can be submitted by email using the attached EOI form. The closing date for expression of interest (EOI) applications is Tuesday 7th May at 4.30pm. The EOI applications will be evaluated and the successful 15 applicants will be invited to submit a full Clár application by Friday 17th May with a closing date for the submission of these applications by Wednesday 5th June to allow for submission to the Department of Rural and Community Development by Wednesday 19th June 2023 for its consideration.

CLÁR Scheme Measure 2: Mobility, Cancer Care and Community First Responders Transport 2024
|
Measure 2 supports voluntary groups that provide free transport to people receiving cancer care and other treatment as well as Community First Response Support and Search and Rescue organisations. This year organisations providing a meals on wheels service are eligible to apply. The measure comes with maximum grants of €50,000 for a car and €100,000 for a bus.
These applications are made directly to the Department of Rural and Community Development via e-mail to CLAR@DRCD.gov.ie by Wednesday 5th June 2024.

CLÁR Scheme Measure 3: Our Islands 2024
|
Measure 3 is designed to support offshore island communities, with maximum grants of €120,000 available for community transport projects and up to €50,000 available for amenities projects. These applications are made directly to the Department of Rural and Community Development via e-mail to CLAR@DRCD.gov.ie by Wednesday 19th June 2024.

Tipperary Sport Partnership Coaching and Development Fund 2024
|
Tipperary Sports Partnership aims to develop sport and increase physical activity in Tipperary. This fund aims to support setting up of new clubs or sections and assist clubs to increase their capacity to deliver sport and physical activity and in turn increase membership and sports participation locally. It also aims to support Good Governance in Clubs. This Funding Scheme is supported by Sport Ireland & Tipperary County Council.
- The Coaching Fund aims to support and develop quality coaching in Tipperary and to encourage all coaches / volunteers to undertake appropriate education and training through their relevant National Governing Bodies.
- The Development Fund aims to encourage the set-up of new clubs and assist existing clubs to increase participation.
Projects should focus on attracting new members/participants from target groups as identified in TSP Strategic Plan such as disadvantaged areas, older adults, young people, people with disabilities, women and girls, unemployed and ethnic minorities.
Applicants can apply under either the Development or Coaching Section or both up
to the maximum amount.
The maximum that can be applied for by any applicant under this scheme is €1,000.
Closing Date for Completed Application Forms is 16th May 2024 at 4.00pm

Irish Film Curators- Call for Participants
|
Expressions of Interest are now open!
The programme, running July-September, provides participants with all they need to know to plan and promote their own screening event. It combines online learning through the ‘Curate-It’ app alongside in person meetings with the cohort and programme leaders.
At the end of the programme participants will curate and promote a film season at the Light House cinema in Dublin. The programme is aimed at beginners or those with intermediate knowledge of film curation. It is open to anyone aged 18 – 24 living in Ireland.

Vision Ireland (VI), formerly the National Council for the Blind of Ireland, provides a wide range of services for people who are blind or visually impaired.
VI Labs is a dedicated team within Vision Ireland for the provision of Information Technology training and support on a broad range of IT-related topics, including assistive software and hardware. Courses are offered at levels to suit the individual and participants may avail of training either on a 1-to-1 basis, centre-based group training or by remote connection; group discussions via Virtual Technology Clubs also take place. The Vodafone Hi-Digital program, which includes an introduction to being online, using my smartphone, connecting with others, entertainment, shopping, hobbies and travel, is offered as well, subject to demand. Since 2005 The Wheel’s Training Links Programme has supported the training and development needs of nonprofit workers. This includes volunteers and employees of charities, community and voluntary organisations and social enterprises. Training Links has funded the establishment of 111 Training Networks involving in excess of 50,000 workers and 1,189 community and voluntary organisations.
Applications are now open! The application deadline is 5pm on Friday, 17th May 2024.
Training Networks are invited to apply for grants ranging from €10,000.00 to €50,000.00. There is a total fund of €255,000.00 available and applications are welcome from new, existing, previously funded networks who have completed their programme or previously unsuccessful networks.

Inclusive engagement with marginalised communities, and the organisations that represent them, will ensure that their views are reflected in local decision-making. The guide also aims to enable more sustainable development at a local level.

Join ILMI in Cork, Tipperary, Wexford and Waterford to develop local DPOs and access a Lenovo Tablet to get online. Free Tablet, Training & Coaching service, don’t miss out!!!!
Independent Living Movement Ireland (ILMI) with support from the Department of Rural and Community Development under its Community Development Programme in supporting the development of local Disabled Persons Organisations (DPOs) in Cork, Tipperary, Wexford and Waterford.
These local DPOs will bring disabled people together online to develop collective responses to policy issues affecting disabled people in their locality. In order to support disabled people to come together online, ILMI have a limited number of Lenovo tablets for VOICE participants who want to be part of their local DPO.
These tablets are for disabled people in counties Cork, Tipperary, Wexford and Waterford. In order to access the tablets, disabled people will need to fill in an application form.
This can be done over the phone if you need support. Tablets will be provided to successful candidates at an initial in-person digital skills and internet safety training session in each of the counties, followed by DPO training online.
In signing up to access this equipment, successful candidates will commit to online disability equality and DPO formation training as well as committing to be an active member of their local DPO and ILMI. As part of the application process, we will require participants to sign a contract of use, with photo ID in order to register equipment. This information will be securely stored.
In addition to ILMI providing support to the development of local DPOs, one to one life coaching will be available for those who want to explore supports they need to achieve their goals in life.
If you are interested of joining ILMI and working to form a local DPO and avail of the Free Tablets. (Internet access is required) The tablet will be made available to participants at an initial in-person workshop. (Location to be confirmed)

Get SunSmart! Children’s Art Competition
|
The HSE’s NCCP in collaboration with Healthy Ireland have launched of the Get SunSmart! Children’s Art Competition for its third year The competition is open to all pre-school and primary school children and depending on their age category, to complete the SunSmart colouring sheets or draw their own picture showing how to be SunSmart.
There are four age categories with a prize for the winner in each category. The age categories are: Pre-schools, Junior Infants to First Class, Second Class to Fourth Class and Fifth and Sixth Class
The competition is designed to help educate young people about the importance of protecting your skin while enjoying time outdoors. We want children to be creative and learn how to enjoy the sun safely. Children and young people are particularly vulnerable to the damaging effects of the sun’s ultraviolet (UV) rays. The competition runs until 17.00 on Friday 31st May, 2024.

National Conference on Stroke
|
This is the 3rd Conference hosted by the South Tipperary Stroke Communication Group. Every year, approximately 7,500 people in Ireland have a stroke. Stroke is the biggest cause of acquired disability and the third biggest cause of death in Ireland. At this Conference you will hear from professionals in the area of stroke and rehabilitation, from survivors and from those who are active in technology developments for those who suffer a stroke or a brain injury.

ALONE is currently working with the HSE to roll-out a national integrated network of services for older people as part of the Enhanced Community Care (ECC) programme. This involves building new models of care that allow people to stay healthy in their homes and communities for as long as possible.
As part of this project, ALONE has commissioned quarterly evaluation reports. The purpose of these reports is to demonstrate how ALONE has supported the HSE to achieve its vision of increased person-centred community health supports. I am sending you the most recently published Annual report, describing key activity in ALONE in 2023. Bord na Móna partners with SSE Renewables to deliver Littleton Wind Farm

Dear members of Tipperary PPN,
Bord na Móna partners with SSE Renewables to deliver Littleton Wind Farm.
Bord na Móna have announced a significant joint venture with one of Ireland’s leading renewable energy companies SSE Renewables to develop a series of onshore wind energy projects across the Midlands. This partnership will deliver up to 800 MW of new renewable energy generation for Ireland.
The joint venture includes the proposed Littleton Wind Farm located in Tipperary. Since the first announcement of this proposed wind farm in 2021, Bord na Móna has appointed a project Community Engagement and Stakeholder Team including a designated Community Liaison Officer to engage with local communities and near neighbours. This team remains in place and the local Community Liaison Officer will continue to be Colm Dempsey.
The wind farms jointly developed by Bord na Móna and SSE Renewables will contribute towards the goals set out in Ireland’s Climate Action Plan 2023 and will also offer new economic opportunities across the Midlands, with the creation of hundreds of jobs. Working together, both companies will leverage their extensive expertise, resources, and presence across Ireland to generate positive outcomes for communities, local economies, and climate change.
All wind farms developed as part of this joint venture portfolio will have strong commitments to community benefits. Associated Community Benefit Funds will invest in local communities across the Midlands, delivering new public amenities where possible, and delivering biodiversity net gain across all sites.
The joint venture partnership is fully committed to continuing to inform and engage with you through an active communication programme. We are finalising the project design currently and will circulate updates to you in the coming months.
