Evaluation of European Social Fund (ESF) support to education and training (TO10) The Commission wishes to know citizens’ and stakeholders’ opinion on the activities carried out since 2014 by the EU with its European Social Fund in order to support education and training. The information collected will be used in assessing what has been achieved during the 2014-2018 period. It will also help the Commission to draw lessons on how to reinforce this support in the future, making it more effective and focused. Amongst other subjects, the evaluation will assess the success of EU initiatives for reducing and preventing early school leaving, promoting equal access to education and lifelong learning for all, supporting vocational training and improving the quality, efficiency and access to university education. It will also identify which type of support has been the most effective. Public Consultation on Draft National Volunteering Strategy 2020 – 2025 Have your say on the draft National Volunteering Strategy 2020-2025. This public consultation will be open until the 31st January 2020 Volunteers make a vital contribution to Irish society, developing communities as vibrant, inclusive and sustainable places where people want to live. The purpose of this strategy is to recognise, support and promote the unique value and contribution of volunteers to Irish society. The strategy will serve as a road map for the future promotion and development of volunteering in our communities. The development of this strategy started with a call for input paper last December to seek the views of the public as to what the Strategy should contain. The responses received and the contributions from the National Advisory Group on Volunteering, a collaborative stakeholder engagement group chaired by Minister Canney, have greatly informed the development of this Strategy. In launching the consultation, Minister Canney said: The draft strategy is available at Draft of Volunteering Strategy 2020 – 2025 The public consultation will be open until the 31st January 2020 and submissions can be forwarded: or by post to: National Volunteer Strategy, Department of Rural and Community Development, Trinity Point, 10-11 Leinster Street South, Dublin 2, D02 EF85.
Rural Regeneration and Development Fund The Rural Regeneration and Development Fund is a commitment of €1 billion by government to be invested in rural Ireland over the period 2019 to 2027. This fund is to support job creation in rural areas, address de-population of rural communities and support improvements in our towns and villages with a population of less than 10,000 and outlying areas. Eligibility Proposals are being invited from Local Authorities, and other locally/regionally based organisations, such as Local Development Companies, as well as Government Departments and State Agencies. For the purpose of accountability and oversight, the lead partner of all projects must be a State funded body, but collaboration with the private sector is encouraged. Proposals may be made in respect of towns with populations of 10,000 or fewer and their outlying areas. A limited number of specified towns with a population of 10,000 or fewer will be eligible for support under the Urban Regeneration Fund which is being operated by the Department of Housing, Planning and Local Government; however, funding will only be provided under one fund for any particular project. The Second Call for applications for funding under the Rural Regeneration and Development Fund for Category 2 (project development) is now open. Green Tech Skillnet and Community Energy Survey Green Tech Skillnet is a programme that facilitates training and development for people working in Ireland’s renewable energy industry. It is funded by Skillnet Ireland from the National Training Fund through the Department of Education and Skills and administered by the Irish Wind Energy Association (IWEA). The Tipperary Energy Agency and IWEA are working together to try to expand the programme to meet the needs of people working in the community renewable energy sector. We want to ensure that community groups across the country who are interested in developing their own projects have the skills and knowledge to empower them to do so. Our first step is a short survey to identify the training and skills needs in the community renewable energy sector. Development Contribution Scheme 2020 Section 48 of the Planning and Development Acts 2000 to 2010 (hereafter referred to as “the Act”) enables the Planning Authority when granting planning permission under Section 34 of the Act, to include conditions requiring the payment of a financial contribution in respect of public infrastructure and facilities benefiting development in the area of the Planning Authority and that is provided, or that it is intended will be provided, by or on behalf of the Local Authority, regardless of other sources of funding for the infrastructure and facilities. Subsection (3) of Section 48 specifies that a scheme shall; set out the basis for the determination of a contribution make provision for payment of different contributions in respect of different classes or descriptions of development indicate the contribution to be paid in respect of the different classes of public infrastructure and facilities which are provided, or to be provided by the local authority having regard to the actual estimated cost of providing the classes of public infrastructure and facilities, except that any benefit which accrues in respect of existing development may not be included in any such determination. May allow for the payment of a reduced contribution or no contribution in certain circumstances, in accordance with the provision of the scheme. The Tipperary County Council Development Contribution Scheme 2020 was adopted by the Elected Members of the Council on the 9th December 2019 and came into effect from the 1st January 2020.
Awareness of the Need to reduce Greenhouse Gas Emissions Survey The Interreg Europe project INTENSIFY is seeking assistance of members of the public participation network in the Southern Assembly Region of Ireland. The project aims to reduce greenhouse gas emissions through intense community engagement. Full details of the project can be found at the website: https://www.interregeurope.eu/intensify/ The Intensify project wishes to measure the level of awareness amongst the population and communities of the need to reduce greenhouse gas emissions. To accomplish this the project team has prepared a questionnaire that is easy to complete. The questionnaire can be found here: https://www.surveymonkey.com/r/9WLLJB7. The questionnaire will remain open until the 31st January 2020.

Built Heritage Investment Scheme 2020 This scheme seeks to encourage conservation of structures protected under the Planning and Development Act 2000 (as amended) and in certain cases, structures within Architectural Conservation Areas. The scheme also seeks to support the employment of skilled and experienced conservation professionals, craft workers and trades people. Funding is be available for successful projects (minimum amount is €2,500 up to a maximum amount is €15,000 per application) subject to each owner fully matching the funding awarded. Sustainable communities training programme Tipperary ETB in collaboration with Tipperary PPN are delighted to offer this 8 week sustainable communities programme to Tipperary PPN members in the south of the county. Would you like to learn how to make your community a better place to live? This programme is designed to look at how we can live better, be a more sustainable citizen and look at best practice. Now more than ever we need to live more mindful lives. This programme is broken into 8 modules these are:

Child Welfare & Protection in Sport Training Tipperary Sports Partnership is facilitating a Child Welfare & Protection in Sport Basic Awareness training. The course is aimed at sports leaders, children’s officers, parents or anyone working with young people in sport. A central goal for all those involved in sport for young people is to provide a safe, positive and nurturing environment where children can develop and enhance their physical and social skills. Promoting a child-centred environment should go hand in hand with identifying and eliminating practices that impact negatively on safe and enjoyable participation in sport for young people. Rural Social Scheme – Part-time employment scheme for Farmers and Fisherpersons Are you in receipt of Farm Assist or Fish Assist or other eligible Social Welfare payments? Would you like to be working in your local community? Enjoy good company, good chat and possible learn a few new skills? The Rural Social Scheme was set up in 2004 to provide income supplement for low income farmers/fishermen in return for part-time work in the community. It is based on a 19½ hour flexible week to ensure your participation does not affect your farming activities. To qualify you must be in receipt of a means tested payment and provide proof that you are actively farming. Criteria for eligibility You must be over 25 years of age and be in receipt of either Farm Assist, Fish Assist, Jobseeker’s Allowance ,One-Parent Family Payment, Jobseekers Transitional Payment, Widow(er)’s Pension, Disability Allowance or Adult Dependents of Non-Contributory Old Age Pensioners who themselves are under 66. You must provide a copy of your application for the EU Single Payment Scheme for the current year, including a valid herd number. Anam Cara parent meeting Anam Cara Tipperary, the organisation that supports bereaved parents in your region, will hold its monthly parent evening on 20th January at 7:20pm in the Horse & Jockey Hotel, Thurles, Co. Tipperary. This event is open to all bereaved parent “regardless of the age your child died, the circumstances of their death or whether the death was recent or not. Anam Cara gives bereaved mothers and fathers a chance to meet and connect with other bereaved parents in a safe and comfortable setting. Here we can find a level of support and understanding that – even with the best will in the world – it can be difficult for family and friends to offer.” Please note that this event is open to bereaved parents only. In a recent survey one parent commented that “It has helped knowing I am not alone in my journey of grief and loss. I appreciate hearing other stories and how other families cope” We appreciate your help raising awareness of this free event for bereaved parents. Healthy Food Made Easy Tutor Training “Healthy Food Made Easy” (HFME) ’ is a six week nutrition education and cooking programme which provides practical information on healthy eating and improves cooking skills by showing participants ways to provide healthy, nutritious, low cost meals and snacks . HFME puts the healthy eating guidelines into practice in an easy, relaxed and fun way. Those taking part in HFME learn from each other and get the chance to experiment with dishes that are quick and easy to prepare. This programme is suitable for use with a wide range of groups in the community and is usually run over 6 sessions (approx. 2hrs per session). The course is flexible and the material can be adapted to suit course participants and their individual needs e.g. literacy and interests. Tutors will have the support of the local HSE Community Dietitian and HSE Health Promotion Officer in the delivery of each programme. To deliver the HFME program, you do not need to be a “Masterchef”, but you need to be confident in working with groups and have an interest in food and health. A one day training session for Community Workers will take place on Thursday 30th January 2020 from 9.30am -3.30pm (lunch provided) in St Patricks Parish Centre, Loughboy, Kilkenny. Full training pack, materials and ongoing support will be given to all trained tutors.
